  • Licenses for doing business with precursors are issued by the State Service of Ukraine for Medicines and Drug Control
  • The license for precursors is issued for a period of five years
  • The administrative fee for obtaining a license is equal to 1 living wage
  • Economic activity without a license is punishable by a fine from 1 thousand to 2 thousand non-taxable minimum incomes of citizens (from 17,000 to 34,000 UAH) in 2020

According to the Law of Ukraine “On Licensing of Types of Economic Activity” economic activity associated with the cultivation of plants, transportation, manufacturing, development, production, sale, storage, acquisition, (release), import into the customs territory of Ukraine, export from the customs territory of Ukraine, use, destruction of NS, NV and PR should be carried out by business entities (all organizational and legal norms) with a license for precursors.

According to the Law, licensing is subject to:

    • cultivation of plants included in the List of narcotic drugs, psychotropic substances and precursors;
    • development of narcotic drugs, psychotropic substances and precursors;
    • production of narcotic drugs, psychotropic substances and precursors;
    • manufacture of narcotic drugs, psychotropic substances and precursors;
    • storage of narcotic drugs, psychotropic substances and precursors;
    • transportation of narcotic drugs, psychotropic substances and precursors;
    • purchase of narcotic drugs, psychotropic substances and precursors;
    • sale (release) of narcotic drugs, psychotropic substances and precursors;
    • import into the territory of Ukraine of narcotic drugs, psychotropic substances and precursors;
    • export from the territory of Ukraine of narcotic drugs, psychotropic substances and precursors;
    • the use of narcotic drugs, psychotropic substances and precursors;

  • The management of a legal entity must include a specialized specialist with professional training (education) in accordance with the type of activity for which the licensee is applying;

  • Persons who have received a license must, 6 days before the end of the month following the reporting quarter, submit a report on the amount of narcotic drugs, psychotropic substances and precursors, respectively, produced, manufactured, imported into the territory of Ukraine or exported from the territory of Ukraine‌

  • Employees who will have access to licensed substances must undergo a specialized examination by a psychiatrist, narcologist, and also provide an extended police clearance certificate.


To obtain a license to operate with precursors, the subject submits the following package of documents to the licensing authority:

  • Request for a license;
  • Data on the availability of a person with a suitable material and technical base and the availability of suitable scientific personnel to carry out licensed activities;
  • List of documents submitted with the application.
